The Certidao Permanente do Registo Predial is the land registry record, showing the legal owner and any mortgages or charges. The caderneta predial is the tax authority's record. A proper purchase checks all three.

The real risks to watch for

  • Unlicensed construction — extensions or alterations that do not match the registry or lack a building permit.
  • Outstanding charges — mortgages, liens or debts attached to the property, which can follow it to the new owner.
  • Missing licences — the habitation licence (licenca de utilizacao), or an AL licence if you plan short-term rentals.
  • Off-plan developer risk — paying for property not yet built; check the developer's track record and any bank guarantees.
  • Land and zoning issues — for rural plots, check the municipal master plan (PDM) before assuming you can build.
